Our Identity

Bilal Ethiopian Community Association in Victoria Incorporated (BECAV) was established in 1997 with the initiative of some dedicated members of the Ethiopian Muslim community members. In mid-1998, the association officially registered as an Incorporated Association and obtained a legal certificate from the Victorian Government. BECAV operates as a Not-for- Profit organization with the aim of providing various community services to its members and beyond. The main office of the Bilal Ethiopian Community Association in Victoria is located in Melbourne, Australia.
The association's first constitution was drafted and approved in 1997. It was later amended in 2018 and 2020 and finally revised again in 2023. The constitution outlines the rules and guidelines that govern the Association's overall management and operations. It defines the organization's purpose, outlines membership requirements, establishes leadership structures, and details the procedures for meetings and decision making. The association is led by a management committee elected by the community members at the Annual General Meeting of the Association conducted every three years.

Our Mission

Our mission is to promote unity, cultural preservation, and spiritual growth within the Ethiopian community in Australia, guided by the principles of Islam and Australian law. We strive to create a supportive environment that promotes education, social cohesion, and mutual respect among our members and the wider Australian society through information exchange and social gatherings, organizing Islamic ceremonies and festivals, resolving conflicts, providing compassionate services, and collaborating with relevant stakeholders. We support and empower individuals—especially youth, the elderly, and newcomers—to thrive, integrate smoothly into Australian life, and uphold their cultural identity and values.

We envision a harmonious and inclusive Australian society where Ethiopian Australians are respected, supported, and actively engaged. By promoting reconciliation, mutual respect, tolerance, cultural exchange, and strengthening bonds of faith, we aspire to serve as a beacon of unity and cooperation—encouraging peaceful coexistence, celebrating diversity, and enriching the nation’s social fabric. We seek to cultivate unity and harmony with all communities through open dialogue, cross-cultural relationship building, and participation in collaborative initiatives.

We offer single and family memberships. Individuals under the age of 18 and partners are considered part of a family membership.
Memberships are open to Ethiopian Muslims aged 18 years or older who support the objectives of BECAV and meet the eligibility requirements and other membership qualifications set by the Management Committee.
